Flashing cursor and focus on Windows

Why is it that I can see a flashing cursor in a text box indicating focus, but when I start typing it isn’t into the text box with the flashing cursor, but somewhere else? I have to click the window with the flashing cursor to get some sort of ‘double’ focus on that window before the typed text will appear in the box.

Any ideas how to fix?
