Flickering monitor

i have a pretty old (2006 i think) Hazro HZ30WB Q3 monitor that will flicker for about a minute every time i turn it on, then after that it will run absolutely fine. As far as i know, the refresh rate is set correctly (i don't think you can change it).

Could someone tell me what the problem might be?

NOTE: British Gas came round my house a week ago and said there was a problem with earthing, so nothing in the house is earthed properly, do you think a power surge could've caused this problem?
 
Is it like a brightness going normal then dark then normal kinda flicker if so i think it might be the bulbs going as mine started like that. Alternativly it could be old caps breaking and need replacing.

Well i have a feeling the 'power pack' is dying (it squeals when in use on full brightens). And yes, it does flicker between dark and light like you described, but after a minute it works fine...

Incidentally i've noticed a dark 'smudge' all the way down the far left-hand side of the monitor that only seems to show up when it gets hot. On colours like dark blue and grey it is most visible. Could this be another sign of dying bulbs, or is that something else?
 
ok, so inverter failure is probably the reason for the flickering. Is there any way i can repair this instead of spending a load of money on a new similar-sized monitor?
