Flickering power LED

Hi there, I think my MCE PC is up the creek. It's developed a problem whereby when you turn it on, the power LED flickers, but the system does nothing more than that. I've stripped it down to just the motherboard, CPU, RAM, graphics card and power supply, and it still does this. I've tried a different CPU and different RAM in either of the 2 slots, yet that is no good either. I haven't yet tried swapping the GPU or CPU, but my initital thinking is that the motherboard has packed in. In addition, when the hard drive is connected (IDE), when you turn the system on, it starts up in a very strange way. Instead of spinning up to full speed smoothly, it spins up in 3 short blasts, like spin, pause, spin, pause, spin and then it's fully running. With and without the hard disk plugged in, the power LED continues to flicker. So is it the motherboard?

Yeah they weren't touched. And now, having taken the motherboard out of the case and testing outside, it works fine. Put it all back together again and it's all working perfectly again. Very odd.
