Flicking green dots down the screen.

Hey, have had a weird problem occur for me today. Some green dots have started appearing on my screen in verticle lines that flicker. They show up in dos on startup and in windows. I've tried using a different DVI cable and it still happens, have tried plugging a laptop into the monitor and they seem to dissapear like that. The only thing I can think of is faulty graphics card? Here's a screenshot:

8800GTX, probably worth upgrading seeing as its most likely a bottleneck in my PC now. Just wanna be sure its the graphics card and not something else like the motherboard or faulty ram.
 
Does sound like the graphics card unfortunately. If it only does it sometimes though, might be worth trying
A) Getting a can of compressed air and giving the card a good clean, sometimes the dust build up cause excess heat which cause the card to start glitching
B) Download NTune and turn the GPU fan speed up, to keep the card cooler.
