I water him ever 2 weeks, but lately he's been getting really floppy.
Too much water? Not enough water?
Or do I have another problem?

Maybe try less water. Succelents in general need very very little water.

I had one in the office once that in a year I probably watered it 3 or 4 times. It grew so well it flowered in the summer. Try and just not give it any water until you see chnsge if it starts to perk up give it a while before watering if it stoops more it'll need more water.

In general with plants over watering symptoms can be very similar to under watering ones, which leads to a lot of confusion.

But if you are watering that cactus every couple of weeks, I'd say that is definitely a symptom of over watering.

Knowing how much water to give a cactus plant can be difficult. A dehydrated cactus will often turn a purple shade, and become soft. Later it shows a wrinkly appearance and the branches may droop. Over-watered cacti will also become soft and droop and they may develop root rot. Planting in cactus potting soil ensures your plant has proper drainage and watering more frequently may help to resolve dehydration. Repotting a root-bound plant to a larger pot can also help. If your plant has been over-watered, allow the soil to dry out. Cactus plants only require water when the top 2 inches of soil have dried out and require only enough water to allow some drainage from the holes at the base of the pot. Once water begins to drain from these holes, the cactus has enough moisture.

I held off on the watering and put him out in the garden during the day.
Look at him now, so proud, so errect.

Do you think he needs a bigger pot?

It’s always good to see a man overcome his cactile disfunction.

If the girth at the root gets too much you might need to go up a size.
