FN/Function key lock with software?

I can't for the life of me find anyway to lock the FN on a friends laptop (Asus X551C) I've gone into the bios and there's nothing there, a few vids I've watched showing how to do what I want aren't available with this laptop.
There's nothing on the keyboard that's obvious that I have to press along with the FN to lock it either.

Is there a third part app I can install to lock the FN key?

you could maybe use SharpKeys to create a temporary map for all the keys you want to access with Fn eg F8->FnF8
