I think I'm going mad, as I'm sure the rule used to be something along the lines of turn them off when in traffic, buy looking online that's not the case. Was this one of the recent changes as I'm sure I was right. I'm questioning whether I'm wrong or some of the other drivers I see are wrong :p .
 
No, but drivers should be considerate and recognise if the conditions are suitable or not. They can be blinding in more moderate visibility.
 
Many implementations of rear fogs I find detract from the brake lights too much. They're okay if they're low down/away from the brake lights, especially when sitting in traffic, but a lot of models they're built into the rear light cluster, which i find a bit silly.

Much like cars that still have their only front indicator right next to the brighter than the sun LED headlamp and therefore make it basically invisible.

To be foggy enough to need them traffic would be mostly irrelevant no?
Not when the fog light is (by design) obscenely bright. It's used to cut through fog and make your car more visible from a greater distance, as normal tail lamps would only be visible at a "normal" following distance. If you get someone behind you at normal distance you should turn off the fog light so as to avoid blinding them.

I'm not sure it's even in the highway code but I feel it should be.

I recall being stopped by the police for driving with my fogs on when one headlamp went on my classic 5 series. IIRC the rules at the time stated something similar, however as my car was too old to have the fancy fog lights I thought it would be fine, and so did the police lady. She did not like the smell of marijuana, however that story is for another time :D I think @doodah was in the car that time, too hahaha

Fog lights seem mostly pointless in modern times, headlights (Xenon and above) and modern LED tail lights are bright enough to be visible through fog anyway and I have yet to experience an instance where the front fogs aid anything anyway. Suppose it comes down to how visible any given car's front and rear normal lights are, but the vast majority of cars are very visible anyway,
