I'm not sure it'd work at all. Sure editing the tactics with the stylus would be great but the capacity of the cartridges is somewhat lacking.
So there'd be nowhere near enough space for a large database, whereas the PSP has discs similar to the Gamecube which I believe can hold about 1.8GBs or something.
The biggest DS carts are 128MB. Way too small for a football manager game, especially with the limited processing of the DS. Anything that does come out on the DS is likely to be terrible.
If you want a mobile football manager game, get a PSP.
