Format -> First Stage XP Install -> ****

I've had this problem before, but I can't for the life of me remember the cause or solution.

Decided to format windows purely for cleanup reasons. Fully formatted my XP drive and began the first stage of installing XP. Now when my PC reboots and tries to pass from the "Press any key to boot from CD....." option to booting from the XP install it just ***** and does this:

So basically, 3 characters change characters and background colour (always the same characters) and it stalls. The underscore icon after "CD....." still blinks so it hasn't frozen, just crashed. Any help much appreciated as trying to Google for any terms containing characters and pink is just a nightmare. Cheers :)

Secondary slave and second sata entries were showing as corrupted in your screenshot which made me want to remove it from the equation. I'd be interested to see if the same thing happens if the drives are reversed, are they identical drives?
 
Interestingly it's the spaces not the characters that are always the same (after further errors). After resetting the bios there was an extra line at the bottom of the IRQ list (or somewhere) and this shifted the errorenous 'characters' down 1 line.

Right well I've had 2 problems since which've been fixed, but now I've another. Basically the Windows installation screen (where it has the time life countdown the slideshow of new features) never goes anywhere. The slideshow runs, the squares in the bottom right go side to side but the timer never goes down.

Why do things never ever go smoothly?
