Format problems HELP!

Just got a new sata drive (western digital 250gb)

when i try to do a full format i get the following error

help?

is this drive doa?

try running the WD dionosatic software to see if its a DOA

why would a cable stop it formatting?

it could be partly damaged inside

format it using the windows CD?

sometimes its just not pushed in enough. I forgot to power one of my hard drives which was quite a shock when i went to install vista lol.
