Formatting USB Drive NTFS > FAT32

Anyone know why Windows format would not allow a format in FAT32? My friend has a USB pen drive and wants to use it for his PS3 but it is currently in NTFS mode. When he formats through explorer, he says FAT32 isn't an option. Waiting to find out what model it is but I thought any flash drive can be either FAT32/NTFS

EDIT - Tried it on 3 different laptops (all with Vista)
 
My bad - turns out it is a portable hard drive (USB powered) not pen drive. He says its a Samsung and thinks it 32gb
