Have you got upnp also enabled?
Im Not sure if the port forwarding is correct or not as not familiar with Netgear routers..hopefully someone will come along to.clarify or point you in the right direction.

Might be worth googling your router model and teredo. There's going to be other people who have had the same issue.

I've never ever had to use port forwarding to get a game to work. Unless hosting a CS server or similar..

Edit, do you use VPN? Google shows many issues with the Teredo adapter with this game. Many people saying Windows firewall must be enabled for the game to work too.

Haven't used a NetGear router in a long time, but they are all pretty much the same.

Looks like you modified the FTP service and not created a new service.

Also there is no indication that the ports assigned are TCP or UDP, you will need to get this right for it to work.

Try setting a DHCP reservation. You should be able to setup the router so it always assigns the same IP based on the device's mac address.

If not configure the device with a static IP. Choose an IP outside the router's DHCP range.

You have your starting and ending ip addresses as the same address (this will cause only 1 device to get an ip address), you need to set the ending one back to 192.168.0.254, Thats why the wifi wont work.
Under that use the add button on address reservation to reserve an ip for your computer.
