Sell it, you get most of the money back. Always balance your upgrades, power versus grip/handling. If you just increase power without improving the grip and handling you'll always end up with something undriveable. A lot of the american cars have horrible handling to start with too. Also you can use the time trials in arcade mode to test a car before you buy it.
Earning money should be very straight forward. You must be either still doing the proving grounds races or blowing all your money on upgrades. Some of the power upgrades aren't worth doing because they ruin the handling. Start with weight reduction, then better tyres, springs, ARBs, brakes, then start increasing the power, but not massively, just the minor stuff.
Some of the cars I haven't upgraded at all since they handle really well to start with. A lot of others I've just done a few minor upgrades to give me an extra edge. Don't just stick a turbo in everything and expect to win every race.
