Found a iPhone 6 (trying to get it back to the owner)

I’ve just found a iPhone 6 on the floor in the middle of the road with a Velcro strap on the back so thinking it may of fell out a car when getting in or out of the car.

I want to try to return it to the owner but obviously can not get into the phone to find a contact number to ring to inform them I have found said persons phone.

It has a SIM card in could I possibly contact the SIM card company for a email address if I give them the SIM card serial number?

Or is it just best to give it into the police and let them deal with it?
 
I'd leave it on for a few days, the owner (if set up) can send a message to the device such as 'call this number if found', or they might just ring it. I'd say by Wednesday if you get nothing then hand it in.
 
Depending on their settings, Siri can still work while locked. Maybe try holding the home button and asking to phone home or similar?
 
Completely forgot about this.

Checked for medical ID and it is not set up unfortunately, had a few calls but kept missing them, luckily I managed to answer one the other night and arranged for the phone to be collected but they never showed up tried to get back in contact with them but no response as of yet.
