FPS dramatically falls?

When playing battlefield 3 and starcraft 2, my fps will fall suddenly for a couple of seconds and then it will go back up to 35-40 (on BF 3) and back up to a solid 60 on starcraft. When this sudden drop occurs, my mouse pointer will stutter and through my speakers or headset I hear a strange sound?
The issue will also happen when running Google chrome and I get the weird sound as well as stuttering from the mouse
Please help me fix this issue that I have had for a few months now

I ran that program and it said that my HDD were healthy so I can only conclude that this issue is not from them. Also I run anti- virus software regulary (I have McAfee but it is rubbish so I dont use that much)
 
What's the PSU?

There is a program called OCCT that will stress out your PSU. There are voltage monitoring software, but these are pretty innacurate.

I'd monitor voltages and temps and clock speeds and run stress tests, just to be sure it's not something overheating, or the CPU throttling.

I'd check the device manager for conflicts (little warning signs).

I'd check the windows event viewer if anything is reported.

I'd use a different USB port (clutching at straws here!).

Sound cards can cause weird issues. Anything I/O related (Hard Drive, Sound, USB) would lock up the system or generate stuttering.

I'd stress test the GPU with Unigine and monitor temps and fan speed with MSI aftertburner, that you can also use in-game.

Fault finding is a PITA. BTW my laptop is doing something similar. But I suspect malware of some kind rather that hardware related.
