You mean it was already disabled? Try the Power Management method then, set it to 100% or select the High Performance plan which should have it set to 100% as default.
No problem. @Speed, Better to turn it off at the source, but easier to turn it off and on in windows. Especially if your PC runs hot and don't want it running at max frequency all the time. Save the environment or your energy bills

True, but obviously he is trying to track down the source of his problems. If that is the automatic throttling, then turning it off at the source is the best way to fully rule it out. I'm not suggesting to anyone that it isn't a good thing to keep it on, it reduces power consumption, which is good for the environment and your wallet. I'm just suggesting possible solutions to his particular issue.
