FPS drop in games?

Hello.

I built my PC back in August last year and it worked fine however the past few weeks I've been experiencing a problem. My system specs are

Intel i5 3570K overclocked to 4.2GHz
AMD HD 7850 overclocked to 1050MHz
Gigabyte Z77X-D3H motherboard
8GB 1600MHz Corsair RAM
650W OCZ PSU

In games, such as Far Cry 3, I experience "random" FPS drops. Sometimes it's in heavy action other times in some cutscene. It drops by like 20 FPS for less than a second and sometimes the game "locks" for less than a second. I guess it's like it's quickly paused and unpaused - as best as I can describe it.

It does occur in many other graphically demanding games to, but not as bad as Far Cry.

Heat is not a issue. In games my graphics card is 60C while the processor is around 53C.

I am not sure if this problem is related but Windows has suddenly started to take ages to shut down (30 seconds or so) when in the past it was more or less instant. My Windows is installed on a SSD and boots up very quickly still.

Edit: Forgot to mention that apart from these lockups/FPS drops I get a smooth 60FPS most of the time (which occasionally dip to 50 in forests)

Do you have vSync turned on? It sounds related to me but I'm not 100%

Yes I have Vsync on:)

The game was originally on my HDD (SATA 2) and thought maybe that had something to do with it, so I tried moving to my SSD but it does the same thing:(

The SSD used to get 7.9 in WEI but then dropped down to 7.7 when I redone the test a few days ago. I know WEI is not the most, reliable, of benchmarks but I am slightly confused as to why the SSD has dropped a little?

Turn vSync off and see if the problem persists, the fact you said it happens in high action scenes makes me thing that this will help. :)
 
The Physics Engine in Far Cry 3 has no smoothing to movement, making it seem laggy sometimes. Mine drops from time to time too, mostly as vsync is holding the GPU at around 40% then a demanding scene comes up for that brief second or two and the GPU usage does not scale up quick enough causing a FPS drop. Turning VSync off fixed this problem for me.

I have also noticed windows shutdown times getting longer... Could it be to do with GPU temps? Like turbo'd cars have a turbo timer that allows the turbo to cool before shutting off the engine. You can take the key out and lock it but it'll just sit there on idle until the temps are down. I know its far fetched but could the GPU per long shutdowns for this reason?
 
Thank you both for your replies:) I'll try turning Vsync off later today and hopefully it will fix the issue.

When I shutdown my computer usually I have not played a game for a few hours:( The GPU is normally 24C and the processor 25-29C at idle.
