fps drops

some reason when playing certain games im getting fps drops. i thinks its down the high cpu usage but dont know why im getting it. i have a i5 4460 and i even get fps drops on tf2 with a gtx 970.

project cars seems to do it aswell but i noticed the witcher 3 doesnt do it and thats on all ultra settings.

well tf2 is 60 to about 40 and project cars just does a total freeze for a second

i use afterburner and it shows doing project cars about 40c

i think it could be because i have all my games on my portable hard drive and it goes to sleep when its not being used.it doesn't affect the witcher because that game is constantly loading.

well i put it on my internal drive and its still doing it
