FPS Not Soild

I play a game called Team Fortress Classic (1999). Here is 20sec vid of my friends FPS in TFC. Notice how it is solid 2505. Mine isn't like that. Mine flickers really fast from what looks like 240-250 even when I am completely still, not doing anything. Here is another short vid of gameplay. My TFC doesn't feel as smooth as that..

-I have tried 3 drivers for the Nvidia 470. 258.96 then 260.89 and now
260.99 which relesed yesterday. All felt exaclty the same. I have Nvidia's 3D settings set to "Let the application decide"
-Game on 1 core.

My system is better than his:
-"Titan Xenomorph" Intel Core i3 530 2.93GHz @ 4.20GHz Nvidia 470 Edition DDR3 System.
-Barracuda 1TB.
-64bit Win 7

His Specs:
-AMD 955 Black Edition 3.2GHZ Quad core
-HD5770 1GB DDR5 Graphics
-WD640GB 32MB cache HD


Any ideas?

It is awkward to measure. When it comes out of game to bring Task Manager in view, it goes from 50ish% to 5ish%.

Hyper Threading. I'm not sure, I couldn't see it in Bios. Maybe I missed it, I will double check later.

60Hz refresh rate. Vsync off, obviously.

Can I notice it? The little flicks, no. But my TFC feels a bit choppy compared to that "hellion tricks" vid.

I can't think of any reason why FPS would fluctuate like that on an 11 year old game.

Maybe CPU/HDD is causing it?

Yes, but they haven't got back for a few days now.

Here's a theory on another forum:
100 isn't syncing with your monitor's refresh rate too well. Try using a refresh rate and fps that sync up (at least a little). If you're using 100 fps, try using 75hz.

And my response:
Ah great, that sounds plausible...

The MAX my monitor goes is 60Hz or 59Hz. I do have the driver installed although it doesn't make a difference.

FYI, I have had two same spec but different brand monitors side by side. The the picture they gave both looked identical. The 2nd display is the one my "friend" uses.

Mine: lg flatron w2261vp-pf
Friends: Samsung P2250 22" 2ms DVI Full HD LCD Monitor
 
Res: x1080. Tried lowest, just the same.

Rates: 29Hz Interlaced, 30HZ Interlaced, 59Hz, 60Hz. Tired 59, just the same.
