FPS Problems?

I'm not 100% sure on this hence the question mark in the forum topic.

Should this set up be running GTA 4 better than an average of 17 - 26fps


AMD Athlon 6000+ @3.11Ghz
Gigabyte MA78G
2gb DDR2 6400 Corsair
XFX Radeon HD4850 512mb GPU Clock @650mhz and memory oc'd to 1100mhz
Windows XPSP3

I'm running everything on low settings @ 1280x800, downloaded GPU-Z and apparently it's never above 3% and the temperatures are very good, haven't seen it go above 45c on GPU-Z.

Is the Athlon bottle necking the graphics card by a lot? Or is GTA4 really as demanding as it seems? The FPS hasn't really changed since the change of graphics card(was using an HIS X1650PRO 512mb)

Edit; it was a clean install of windows after installing the new graphics card.

never played GTA 4 but im sure it should do better than that on LOW graphics

GTA games have always been sluggish bar the top down ones and run like a pig.

GTA IV unfortunatly is no exeption.
