frame rate spiking

hello i have recently purchased a AOC 28" 4k monitor and for some reason when gaming i seem to drop from 98FPS to 20FPS every so often and my fans are rather loud, The case i am using is rather cramped so i am wondering if a bigger case with larger fans would help? also with my gpu a friend recommended the best CPU to use with it is a intel Core i7-4790K 4-Core 4.0Ghz? also been told i could need 2 graphics cards as to not bottle neck the GPU i am using? or the case with it all being crammed in could be producing a large amount of heat causing the components to not work at optimal settings? any help would be useful thanks.

my current spec is:
motherboard = Asrock z97 extreme 6
CPU = intel core i5 4690k 3.50ghz with original fan
GPU = radeon 390 vtx
power supply = xfx 850W
case = Maelstrom T900 Case
 
A single 390 will struggle at 4k and the fans on the cooler will be going at a fair rate which would likely account for the fan noise.
 
Yes, pretty much plug and play nowadays. Uninstall the old drivers before installing then reinstall after the second card is fitted. Once the second card is installed, install drivers and check the system has picked up the second card. If everything's fine install the card bridge and select the Crossfire option in the AMD control panel

Some games don't play nicely with Crossfire'd cards though, so bear that in mind.
