Framerate Hiccoughs

I recently upgraded to Windows XP Professional from XP Home, installed every windows update, installed all the motherboard drives and the latest video card drivers (7-8_xp32_dd_ccc_wdm_enu_50960) (and reinstalled after using a driver cleaner just to see if it'd help) for an X850XT PE. I've defragged every drive, have 24.9GB free on my C: and 38.1GB free on my G: (game drive). I've got 2gb of ram and always have about 800-1gb of it free running whichever game. I've also run a registry cleaner, anti-virus (McAfee Enterprise) and anti-spyware (Ad-Aware, Spybot S&D).

Ever since the upgrade I had to my graphic settings on every game (some examples: F.E.A.R. from a little below Max to Low (1024x768), WoW from Max to everything on low (1280x800 Windowed Mode)). However, even with the reduced settings I still get framerate hiccoughs. I can't pinpoint what causes them, but they'll last anywhere from a second or two to 20 some seconds at any time of day.

My hardware has not changed at all. Any ideas on what to check?
