Can anyone explain to me why in certain games I have to lower then go back to original resolution just to get smooth gameplay?
Even fraps detects high fps sometimes when it looks like 30.
go to 2560 then to 3840 and its smooth like butter.
Can anyone explain this ambiguous situation?

What kind of games do you have to do this on? GPU intensive or CPU intensive?
 
CRYSIS 2 for example, was super smooth at beginning, then had to play with resolution to get it smoother but not perfect.
To me it looks like the gpu but Not so certain.
AND playing with V sync).

So I found the issue with crisis 2 well sort of.
I have to lower the resolution till I see butter smooth gameplay then go back to 4 k and THEN it is smooth.
Yes there are weird issues, but I'm quite sure the hardware is fine.
Witcher 3 now quickly goes to desktop after short while not sure really.
But whomever helps me find a solution will get an EVGA 3 way sli bridge, don't need it .
 
I went back to crisis 2 and for same odd reason the quality was horrendous, turned v sync back on and it was back at optimal detail.
Something is causing my settings to be going back to crap strangely without showing in setts and I have to keep re applying it Without it showing. WTF?

Check your VRAM usage, I've seen similar things in the past when it was running close to the limit although I would have thought that unlikely on 6GB cards. Basically what I found was that you needed to force some sort of flushing of the memory (which changing resolution probably does).

Definitely turn off Vsync as 4k is quite demanding at high detail in some games, Crysis 3 for example shows that if you only have 3x Titan Black you will likely average under 60fps never mind minimum fps (although to be fair benches I've seen were with older drivers).
 
Could be issues with the refresh rates being lower than intended? What happens if you simply alt+enter a few times?
