Trying to make a TF2 video, recorded the in-game demos, and then played them back and captured them in Fraps. The only problem is they're like 4GB or something :o

I'm going to record them again in half-size and should I stick with the 60fps I recorded them at or would I be best to lower it?

Also what program should I use to actually make the movie

Preferably a free one!

They're that big because they're uncompressed. Throw them into MovieMaker and you'll be able to compress them to a much smaller size.

it's raw DV, as above, re-render them as .wmv or similar to get them down. It will take a while though. I recently tested fraps for a second life documentary. Ended up with 120GB of footage! (and there really wasn't much of it).
