Yes, there were lots of FMV and CG cutscenes. Nearly every mission had a briefing delivered by actual actors, plus there were news reports etc.

Yeah I'm just thinking back and the machine I had Red Alert installed on had a 4gb hdd, I think it must have played cutscenes directly from the CD.
