Free e-mail account/software with whitelist?

Hi - hope this is the right section to post this in - apologies if not....

So - my daughter wants an e-mail account to keep in touch with her friends over the summer holidays. This is fine - but I'd really like to be able to control the list of people she can receive mail from - effectively whitelist (is that the corrrect term?) the addresses that can get through. What would be the best way for me to achieve this? She will be accessing her mail through an iPad and so again, if there is a particular app that does this that would be fine...

You could quite easily do it with Gmail and filters I guess. Set-up a filter to filter "*" (e.g., everything) and instantly delete it, then create another filter for your white listed addresses to not delete them.
 
If you have your own domain name, check out zoho mail. Free version and it says the admin user can set email policy which i imagine would allow a white list option.

With your own domain you can provide each member of the family with their own email address.
