free photoshop type programs

is there anything out there that will allow me to edit photo's amd imagies. i'm looking for a free version that will offer some basic features that photoshop and paint shop pro might have.

another freebie is Photofilter , this offers a lot of things to alter your pictures and all the icons are on the screen , you dont have to go into the toolbars to access anything.To lighten/darken ,alter contrast and lots more are all done by clicking the icons on the screen .
