Does it give you the option to "allow" or "delete" comments before they are posted?

Any other suggestions would be good.

Must be free, run on PHP, or PHP/MySQL (not CGI-BIN directories etc)

Yes, you can. Its very customisable, so the best thing to do is install it, try it out - have a look at the admin cp etc and then decide.

then it'd be a good idea to sit and look through the code to see how it's all done, read a few tutorials then make your own. it's about as difficult as putting on a hat (i'm assuming you have arms and a head)
