Microsoft Digital Image Starter Edition 2006 is good

also, 'picassa' is very good for photo album managment (you can quickly edit a lot of pictures)

don't use it for resizing though, the last time i used it to reduce very high resolution pictures, the quality was poor afterwards

use 'ShrinkIt!' to reduce the images

I'm experienced in Photoshop 7/CS/CS2 and CS3 and found The Gimp the most obnoxious-layout for an image editor ever to be seen by me ever!

Paint.NET is far better IMO for a quick free image editor that has just the right amount of tools needed to do most things quickly to leave Photoshop to do the rest when needed,
