Freezer in unpowered garage

Its not council. Its land that was private owned, basically (in lawyer speak) we are prohibited from making any alterations to public areas, at, above or below ground level.

Whilst the responsibility of the enforcement is done by the management company its a covenant setup by the original land owner. Technically I believe any changes should be legally performed and all parties to the covenant (read about 100 properties) could in theory object.
At this point (in 10 years approx) no one has done anything, and I believe this is down to the same issue the management company don't want the hastle, so they say no.
TBH they do a good job of enforcing the rules, which I prefer over ones that don't bother (like whee I used to live) and would mean issues with parking, people abandoning junk, leaving bins by the road as opposed to where they should be etc etc
 
Had a very quick look at the issue of using freezers in cool buildings last night and ironically, only Beko do ones that are designed to work all the way down to -15C, one of the cheap and nasty brands by reputation in white goods.

+10C is the standard minimum temp.

I had exactly this issue when buying a freezer to put in our cellar, it seems every other brand as switched to using a different refrigerant which is not suitable in cold locations. Modern fridges and freezers are so reliable I wouldn't really worry about brand I don't think which even talk about reliability with these products anymore.
 
There are some streets round here that have a small garden then a public pavement/lane then a separate garden. Most have garages/sheds on all with cables stretched across on poles. Not sure how legal it all is but it's been like that since I was a kid.

Obviously these are old skool freehold terraced houses. Not some modern money grabbing leasehold managed estate.

My parents used to have a couple of chest freezers in their garage at their old house for years with no problems what so ever ... they had them in there for at least 5 years before getting rid of them when they moved (and they were second hand (inherited) when they got them).
