freezing issue in Win7

I have been having a recurring issue with my relatively new build which i was hoping would be solved with a fresh install of windows on my new ssd.

Basically upon start up or upon waking up from power saving my mouse and keyboard will be unresponsive.
At start up you can tell when this is happening as the cursor will stall on screen while moving the mouse eventually freezing altogether.

On wake up the mouse and keyboard will be froze already.
So far i have installed and updated Win7 64bit on a fresh ssd
updated intel chipset drivers
updated the motherboard bios
updated the Usb drivers

Not really sure what to try next?
I was wondering in device manager/display adaptors i have intel HD graphics 3000 and my nvidia gtx470 both showing.. should the intel hraphics be disabled or is it not doing any harm?
