He tested at max speed to see what the best temps he could achieve at idle and load are, then he tested for quietness, and then tested in between with the coolant set to a target of 25 degrees which he found was the best balance between noise and cooling (which incidentally is what a lot of users are doing according to the Coolit\Freezone Elite forum posts). Running prime his QX6850 which is a very hot running cpu, and even hotter at 3.67ghz maxed out at 66 degrees. He does not tell us what the other cores ran at, but considering most people will never max their cpu out when gaming, I guess 66 degrees is good. However at 100% load in order to keep the coolant temp within target settings, the fans were at an unnacceptable 100%. When idling his fans dropped to 54%, and his cpu temps were 36 degrees. This sounds impressive for 3.67ghz in my opinion, but I would have liked it if he tested it when gaming as I am sure the temps would be somewhere between 36 and 67 degrees and the fans would speed up accordingly. Not sure what to make of it to be honest. Had a good read over on CoolIT's forums. Some people are saying it does not perform that well with quads and it's damn loud. Also, my room does get very hot in the Summer. Very hot. So maybe I could end up with a fan running full whack all the time.
To put things in perspective. I currently running an overclocked QX9650 (only doing 3.6) in a Lian Li A70. Case comes stock with 6 fans (4 intakes, 2 outtakes) which I replaced. Using 4 Noctua P12 120mm fans as intakes to cool the drives, mobo and gpu's, and 4 more as outtakes (2 Noctua P12's on the rear of the case, and also have the optional top panel with another 2 Noctua P12's installed). So with 8 case fans, 4 in and 4 out, airflow is pretty well balanced. And not noisy at all, as I run the intakes and top outtakes on 7v, with a fancontroller. Also running the Noctua NH-U12P cooler which as you guessed has another 2 Noctua P12's in a push pull arrangement. Anand in his latest review said this matched the TRU120. All my cores idle in mid 30's and get into low-mid 50's when gaming. Running Prime I have seen then get into mid 60's.
I was hoping the Freezone Elite would be a good replacement for the Noctua cpu cooler and as I have a mate coming back from US shortly he could pick me one up handy enough. It only seems marginally better with the added bonus of more noise though. Don't know what I was expecting. I guess something to match water without the need to have the skill to install a water cooling system. I am terrible at case modding
