French Rainforest

Looking to purchase some games from the Rainforest.fr
and was wondering due to some of them activating on Steam/Uplay
Will I still be able to register them outside of France because of the regional restrictions or is that just for people outside the EU?

I learnt it has a sand dune on some weather program tonight, therefore I shall remain open to the idea.
