Fresh 8.1 install, slow logging in

Got a rig here, fresh install of Windows 8.1 Pro. It starts up, gets passed the Windows loading screen then it hits the login screen. Previously on Windows 8, this displays the picture/username of the local account, that disappears really quick and then straight to the desktop (using Start8). However, on this 8.1 install - it sits at that login screen with the little load animation going around for 10-15 seconds and then it loads the desktop. Once on desktop, everything is very fast as expected. It also does the same if I sign out of the PC and try sign back in, rather than rebooting.

Anyone experienced this before and managed to resolve it?

Some of the basic things I have tried ...

All drivers up to date
Windows Updates fully done
Tried a new local Windows account, same happens on that
Nothing crticial/error in Event viewer (including the Performance-Diag log)
Everything at Startup is pretty much disabled
Windows is configured for SSD use (superfetech/indexing disabled etc etc

Well got bored of diagnosing so did another fresh install, this time rebooting in between anything installed or any setting changed to try rule things out one by one. Managed to get everything installed, setup, and transferred without it happening so i'll just have to put it down being a random one off, all seems ok now.
