Fresh install of windows 10 with new hardware?

Hi,

I'll be upgrading my motherboard and CPU over the next few days, am i correct in thinking that i HAVE to do a fresh install of windows after major hardware changes? I see some people say no, you just need to reactive windows. I also see others that say a fresh install of windows is a must. Can someone clear this up for me please?
