Fresh install of xp?

hi my m8 got a problem with his pc so he formated,since then his cpu usage is allways 100%. Ive took task manager up and went to process theres nothing there that is using 100% of his cpu,hes formated 2 times now and its still the same any idea`s what it could be and how to fix it?

Ye it was the same problem it just started few days ago,but it was running fine he didnt change anything it just started doing as i said above 100% usage,so he formated hoping it would solve it but no its still there.

As soon as windows is install even before he puts any driver on its goes right to 100%.

No mate the system Idle is 99% the rest is on 0%,mines at the moment is 99% which is normal but my cpu usage 0% his 100%.
