Fresh Windows 8.1 Install won't shut down correctly

Before anyone mentions it, yes I have disabled Hybrid Shutdown (Fast Boot).

I freshly installed this a few days ago after buying an 8.1 pro license on offer, and since I've installed it, everytime I right click the start button and click shutdown, it says "shutting down", I hear the HDD click off, except all my case fans and GPU LED stays on. I then have to hold the power button for it to shut off entirely. (Reminds me of the Windows 95 days...)

I've been through the power and power button options and set the power button to "shutdown" when I press it, and disabled all forms of hybrid shutdown and hibernation. I've even tried shutting it down via the power button instead. Never had this issue with Windows 7 Ultimate 64bit, so it's not likely to be hardware related. Already asked on TPU, but nothing so far besides unticking Hybrid Shutdown.

Besides all that, the system runs perfectly, boots up fine, no issues besides not getting Corsair K95 drivers to work.

I also don't have any memory sticks or anything plugged in besides some Sennheiser headphones with a USB DAC and a Snowball iCE.

Is there anything in BIOS that does a similar sort of thing to the hybrid shutdown fast boot? It's an MSI Z87M Gaming.
