fresh xp install - constantly 50% cpu load

I've just bought a new setup, which is as follows;

Asus P5WDH with 1305 BIOS
E6300
2gb Mushkin 5400
3 SATA hard drives
1 SATA DVD-RW plugged into the JMicron RAID controller slot
7800GTX

First of all, my usb keyboard and mouse don't work in any of the USB ports. Infact no USB device seems to work in any of the 4 USB ports on the back.

All settings at default in BIOS. I've just installed a fresh copy of windows xp, and installed chipset drivers. Now the "System" process in task manager is constantly using 50% of the cpu time. I literally have no other software installed, so something is clearly wrong. Could it just be RMA time for the motherboard? Or are there some settings I need to change in the BIOS?
 
yeah, it's the latest version.

But never mind, I've just solved it :p I disabled "bios ehci hand off" in the BIOS and that seems to have sorted everything! What a crap setting. Anyone know what it was meant to do?
