Friend PC Getting no Video Input

Okay so I made a post about a week ago for my NL Friend who I sent my old GPU. He had to buy a new PSU to supply it with enough power.
It was a Cooler Master Silent Pro Modular 500W '80 Plus Bronze' Power Supply.
Everything worked fine: 40fps in Arma 2 30fps in Anno 2070 Worked great for about 3 days.
Then he went offline this morning and I received a message Via Facebook about his problem:

He says he was playing Anno 2070 all fine. His max temps were 70c-ish then he left it running and left for dinner only to come back to play for a little while and then the game froze, and then he told me:

"Suddenly I heared a weird noice
Like when you blow in your microphone
And the screen froze
I guessed it was just a normal crash
restarted the PC
and then my screen said "No sync"

His Specs:

CPU: Intel Core 2 Quad CPU Q8200 @ 2.33 GHz (4 CPUs), ~2.3 GHz
RAM: 2 x 2048 MB DDR2
Motherboard: Packard Bell MCP73VT-PM
GPU: XFX AMD Radeon HD 4850
Harddrive disk: Western Digital WDC WD6400AACS-00G8B1

Just Realised, In his old thread which I commented on he said the GPU was a AMD radeon HD 6870 (No idea where he got that from as it is definitely a 4850)

He says his monitor works fine as he tried it with his laptop.

And he has tried removing the GPU and same thing happens.

Also: He doesn't have another computer to test the components on individually he only has a laptop. My Guess is its either the PSU or cpu/motherboard?
 
The temps could have possibly damaged the card if it is old and not the best made. I don't ever let my 6850 go over 70 degrees.
 
Hmmm, Can't think of anyway to lower temps apart from manually increasing fan speed also its not even overclocked. But he removed the gpu and plugged the monitor into the motherboard with the same result
 
When he plugs it into his motherboard does anything come up? If its just a black screen that could be cause of the internal graphics not being on.
 
Some people have reported this problem on the internet and it could very well be the monitor. Does he have a spare he can use or hook it up to a TV? Could also be the cable between the two, try replacing the cable as well.
 
He tried the same monitor and cable on his laptop and it works fine. Hes gone to work now but I can ask him to try it on a TV
 
It could be the PSU I guess. Does all his fans spin up and lights come on (if he has any) when powered up?
 
I have school now, but I can't remember my PC making any weird noises or not showing lights. The only weird thing I mentioned was that normally after about 5 - 10 seconds after I turned the PC on, I heard 1 bleep, and now that it's not working, I never hear that bleep :S

But I've tried a lot of things, I connected the screen with the same cable to another computer, worked fine, I removed the GPU from my computer, still not working.
 
Sounds like the PC isn't posting anymore : /

Suggestion: Try removing all but one stick of RAM if it doesnt work switch it and try each stick of ram in each DIMM slot on the motherboard, I recently had a problem with the same kinda thing except my pc was constantly restarting before POST.
Through all my builds I've noticed it has always seemed to be the ram thats gone first.
