Friends new PC build

Hey, my friend recently replaced his Motherboard/CPU/Memory and after installing everything its stuck in a boot loop. Just wondering if anyone can help us out? (His power supply is a corsair 1200w)

Motherboard:

Was it a OEM Windows? If it was, I think OEM windows are locked to the motherboard (which was his old one).

Know it wasnt, after startup it reboots after 2seconds. I understand you need to install a fresh windows when putting in a new motherboard etc but how can we do this if its stuck in a boot loop

Disconnect everything you don't need connected and try that. Also, disconnect USB headers & front panel headers bar the power switch.

If that doesn't work, can you build the PC on the mobo box and see if it works that way?
 
He got the motherboard replaced and he now has windows installed (on a ssd), all the motherboard drivers installed etc but after he shut it down and went to restart it boot looped a few times then started windows. When he plugged the screen in the computer shut down and boot looped and now is currently on the windows home page

Anyone know whats wrong?

*Now it doesnt start after a shutdown, when turning the power supply button on the pc boots then goes off straight away
