Try clearing the CMOS.

It's the quickest / cheapest fix, but rarely works.
It all depends on the problem, but that is the way to start.
 
Ive been in that position many times.

Once you've ruled out PSU ram and you know you haven't got a short, it's either CPU or mobo.
Ive only ever had one dead CPU (that was mobo and CPU and CD / DVD drives)

It's normally the motherboard.
 
Basically as above keep removing components until all you have is a motherboard out of the case, plugged into a psu and shorting the on switch pins with a screwdriver :)

mobo should make some beeps without gfx/RAM/CPU
