my core i7 chip has passed away so i am in the throws of getting it sorted. a friend of mine gave me his dads old rig which is a pentium 4 3.2 with a gig of ddr2 ram and an old pcie card. to my suprise running vista its very nippy. i though i was going to be waiting for ages for it to boot and to do simple things.
 
I heard someone say Celeron, I feel ill :(

As for the OP, CPU's with a speed that high are always going to be "nippy" in general usage, it's when you use something that thrives on multiple cores that you'll start to see problems.
 
Also, don't use Vista? Slitaz would be lighting fast, Ubuntu pretty nippy as well. Mint is worth a look if that's not your kind of thing.
 
The RAM is the only thing likely to let it down with vista - it really prefers 2gb+ for anything more than one task at a time, but I really could never see what all the vista-hating was about once the initial driver issues were sorted out.
