Frustrating Direct X Problem

Hello, I'm trying to install direct x on Vista 32 bit and everytime I do I get this error message.

"An internal system error occured. Please refer to DXError.log and DirectX.log in your Windows folder to determine the problem"

Does anyone know of a solution to this? I have tried numerous things such as
installing in safe mode, updating windows, turning off my anti virus, and running a check scan in command prompt.

Any help with this would be much appreciated,

Or post it here so for some to take a gander.

I have searched for the log and it appears that it doesn't exist on my system strangely.
