Ive often heard this mentioned on a few forums and wondered about it. On my current board i use the 333mhz frequency (simply going by advice i picked up here) how do the different frequencys affect overclocking, system performance etc.
The strap is a system for adjusting the northbridge latency... You increase the strap (333 to 400 say) and the latency should decrease to help run at the faster speed.
Some motherboards have specific straps that they perfrom best at though, 333 is usually one of the better ones.
In theory you should run on the lowest strap you can, but in reality it makes very difference. Just pick the lowest that offers you the memory ratio you want to use.
