FTTP install

Noticed the other day that there has been roadworks down the road that have been moving up the road bit by bit over the last few weeks.
Also noticed they seemed to be digging up between bt access panels in the floor, yesterday I saw there was a small sign up that had the word fibre in it (could see the rest, was only driving past). Is this likely FTTP being installed to the poles so anyone from the houses that connect to these poles can order FTTP? (so the drop wire is the only thing changed).
 
Its ok i've been looking at Samknows for years. :)

These works are only a few hundred meters from my house but it changes to a different exchange about 50 meters away.
The exchange and cab the properties that are fed from the poles that the roadworks seems to be feeding are already FTTC enabled.

My own exchange is getting FTTC/FTTP, the cab i'm on has its FTTC cab installed since August but its not gone live yet (31/12/14, but i understand this is a generic place holder that a lot of cabs are under).
