Full screen program on one screen and browsing on another?

I'm not sure if this is in the right section or not because it's both hardware and software. But anyway.

I've upgraded to a dual screen setup and I would like to run a full screen program (such as TF2 or FIFA) on one screen and be able to use the other for web browsing while waiting for queues etc.

I am able to move my cursor over to the other screen while at menus, but if I click on it, then the current window will minimise and I'm no better off then using alt+tab.

I do however, have a sidewinder X6 keyboard which has programmable buttons which can be used to run scripts if this is any use.

I was thinking about possible having two mice, one to control one screen and one to control the other, but I haven't heard of this before.

Anytime I've run in fullscreen and moved to the other window, the fullscreen will minimise. However (and I have no idea why it's different on this) since upgrading to a 6990 I can have full use of the second or third monitor while the other is in fullscreen and nothing happens. On my old cards when running full screen the other wouldnt refresh (for example running a benchmark and having afterburner on the other screen, afterburner wouldnt show live temps until i take focus from the fullscreen). If you can figure out why it works on my 6990 then maybe you can try and replicate it on your card.

I don't know that much about the 6990, but doesn't it have a dual GPU? I don't know if that would effect anything.
 
It does have dual gpu yeah and I thought that was probably the reason, but I don't think it worked when i tried with sli 480s.
