Full uk licence - from date of first getting or end of restriction?

I'm going to be putting my brother down as an additional rider on my insurance - he got his restricted licence march 2006 and was then fully derestricted 2008. Do I say he has had his full licence for 6 or 8 years??

The back does change, when you send it back for address change or anything else, you simply don't have to update it, but it does update when you do semen it back. Did my test in 2000 and the back of photo license says 2002.
Isn't full restricted license A1 where full license is A.
