Fully comp, TPFT, and NCB

Just having a discussion with a friend about the title really. I've always thought that with TPFT you don't get NCB?? But with fully comp you do.
Someone want to shed some light on to this? :)

o ok my bad! Because I kinda originally took out fully comp on the scooby... so it would get progressively cheaper over time haha! But then again I don't think you can do the rapid acceleration bonus things on TPFT can you ? :o

O ok, I was under the impression that you've done something wrong... hence there's an excess there. When the guy went into the back of my car, he said he wasn't fixing his car, but was still paying his £200odd something excess...?
