doesnt sound right, my way of thinking was, the taker can only touch the ball once (when he kicks it, no rebounds in a shootout, if its just a normal penalty then yes he can kick it a 2nd time so long as it has either struck the keeper or the woodwork in between) but the keeper can touch it as many times as he wants and the kick is over when the referee decides, which is usually when the ball has either passed the line or been saved. in this case the ball didnt stop moving, so it was like a partial save. you know like when a keeper gets his fingertips to it but still goes in. the keeper should have got up quickly and kicked it away or jumped on it because they are allowed to touch it as many times as its needed in order to stop the kick.
