Fuzzy, horizontal lines

I have been having problems regarding my new GPU.

I upgraded to a GTX 770 2gb from a radeon 7770 1gb and now whenever I play games there are very faint horizontal fuzzy lines that move up and down.

I would think it is my motherboard causing this problem since it is a piece of trash (http://www.foxconnchannel.com/ProductDetail.aspx?T=motherboard&U=en-us0000554)
But I didn't think the quality of the motherboard could effect graphics.

I have an i5 3 GHz, 8gb of RAM, 60 Hz monitor and run a VGA to DVI adapter. I also have a 500w power supply.

I've tried using a different monitor and has the same results.

I have uninstalled the previous drivers and have fully updated my new ones.

Vysnc does not effect these lines, nor does frame lock, or any other graphic options. The graphics card seems to run flawlessly except for the lines.

I am pretty sure the cable and adaptor are not faulty since they worked fine with the previous graphics card.

How can I get rid of these lines? I will try and get a picture of said lines but i'm not sure if they will show up.

tl:dr What could cause horizontal fuzzy lines on-screen, only during games?

My bet would be something to do with the VGA to DVI adapter or cable, it sounds signal output/monitor related rather than the card itself.

Can you capture it using a camera?

I literally had the same problem, it was the VGA to DVI lead I was using, swapped to HDMI and wa-la.

I know your pain, it's so frustrating.

I'll have to add that this started happening randomly, not after any card change or any upgrade, monitor or otherwise, it was strange.
